Can someone receive half of their spouse’s Social Security benefit and then switch to their own at FRA?

The short answer is no.

This question describes an old strategy called Restricted Application, although it was only available at the filer’s full retirement age - never prior. This was also referred to as Claim Now, Claim More Later which allowed the filer to restrict their application by choosing the lesser spousal benefit (“claim now”) while deferring their own (“claim more later”).

The Bipartisan Budget Act of 2015 eliminated this strategy. Regardless of age, claimants are deemed to have filed for all eligible benefits which means they will receive the highest that is available to them.
